Hello Binjia Chen,

It now looks like the SMIL 3.0 recommendation will be submitted to W3C 
membership on or about 1 September for voting. At that time, we will 
also release our Ambulant implementation for a broader public.

I'll have someone look at the CVS build problem; we hope to have a fix 
as soon as possible.
