there are several different methods.

Here a list of publications that describe different ways to estimate 
bandwidth:

1) HARFOUSH, K., BESTAVROS, A., AND BYERS, J. Measuring
bottleneck bandwidth of targeted path. In IEEE INFOCOM (2003).

2) JAIN, M., AND DOVROLIS, C. End-to-end available bandwidth:
Measurement methodology, dynamics, and relation with tcp
throughput. In ACM SIGCOMM (2002).

3) Bandwidth Estimation: Metrics, Measurement Techniques, and Tools
Ravi Prasad and Constantinos Dovrolis, Georgia Institute of Technology
Margaret Murray and kc claffy, Cooperative Association for Internet Data 
Analysis (CAIDA) (2003)

Let me know if you need more detailed info or if you have problems 
accessing the papers.

I am interested in an estimation of the available bandwidth, which as I 
understood, is what the systembitrate tag in SMIL aims at. So any of the 
methods described in above papers that can be implemented and support 
that would be great.
